Federal Mandates

As a consequence of the federal nature of the American governmental system, the national government frequently requires state and local governments to comply with federal rules, often with the threat of financial penalties for noncompliance. These federal mandates can be quite controversial, especially when the federal government requires the state and local governments to foot the bill, creating "unfunded mandates." Investigate this issue. What are arguments for and against federal mandates? What are specific examples of federal mandates and how have they affected state and local governments? What has been the role of the executive branch, Congress, and the federal courts in creating and constraining federal mandates?
