Fighting Fire With Fire

The situation that the Russians encountered in Chechnya was dire, every bit as difficult as the battles in the mid-nineties. The Chechens fought with brutality and intensity. This prompted an equally brutal and intense response on the part of the Russians. However, the casualties were not limited to the Russian and Chechen combatants. Civilians were caught in the heart of the fighting. Many of these civilians died and many more became refugees.


Chechnya

Regardless of whether you believe the Russians were justified in resuming military action in Chechnya, do you approve of their tactics in waging this war against the Chechens? Has Russia been unacceptably indiscriminate in its use of force and inflicted too much damage on civilian Chechens? Or do you see this as a situation in which it is an unfortunate reality that the civilian population will suffer when the enemy is a guerilla force? What responsibility should Russia bear for the fate of the refugees?
