The Road Ahead

Victory has not been achieved in Chechnya. However, neither must Russia concede defeat. The Chechen revolt has not produced independence but the Russians have yet to crush Chechen violence. Hit and run attacks and terrorist bombings continue, frequently with deadly consequences for Russians. Russia faces a difficult choice at this point. It must decide whether to continue the policy it has embarked upon, to modify that policy, or to radically alter its approach to Chechnya.

Put yourself in the position of being an adviser to Russian President Vladimir Putin. How would you advise him to approach the situation in Chechnya?

a. Continue the policy as it has emerged in recent years, attempting to use the legal and constitutional process to maintain Chechnya as a part of Russia.

b. Intensify the use of force in an attempt to crush the rebellion, responding to each act of Chechen terrorism with military reprisals against targets in Chechnya.

c. Withdraw military troops from Chechnya and allow the United Nations to take a leading role in working out a diplomatic solution.
