Vicente Fox

Vicente Fox made history in 2000 when, as the candidate of the opposition PAN party, he broke the PRI stranglehold on power. His party has not had a majority in the legislature, however, so he has had difficulty implementing his policies. What has Fox sought to do, and what successes has he had?
