Nuclear Weapons and Developing Countries
In the early part of the twenty-first century the implicit or explicit threat of use of nuclear weapons was made by North Korea, Pakistan, and India. North Korea created an international crisis when it reneged on an agreement with the United States regarding further development of nuclear weapons in late 2002. Meanwhile, continuing tensions along the border of Pakistan and India heightened the possibility of a war between the two countries that could escalate to the use of nuclear weapons, which both sides possess. What are important issues involving nuclear weapons and developing states? What is the historical background of the relevant issues? What could and should other states and international organizations do to decrease the probability that nuclear weapons will be used by these states, and by other developing countries?
