Congress, the President, and Foreign Policy

Since the end of the Vietnam War, Congress and the president have struggled over the degree of control the executive branch has over foreign policy and war-making powers. Examine this struggle over the last 35 or so years. What has been the impact of the War Powers Resolution? Why does Congress want more say in foreign affairs? Why does the president want more autonomy? How has the power balance shifted during the presidency of George W. Bush?
