If the purpose of your survey is to generate solutions to a problem, you begin with a more general overview of the problem and move to more specific solutions. For example, you want to learn about the most frequently used strategies for coping with test anxiety. You would first ask about test anxiety and its manifestations (e.g., rapid heart beat, mind goes blank, insomnia, can't concentrate while studying). Following these questions, you would ask about coping strategies (e.g., relaxation techniques, note-taking, take sleeping pill, procrastination). By beginning with the anxiety, you want to activate memories about multiple aspects of the problem. A good overview of the problem can lead to more accurate and complete responses to questions about coping strategies.
